Anthony Reid, Pennsylvania

Anthony “Tone” Reid was scheduled to be executed at 7 pm EDT, on Friday, May 8, 2015, at the State Correctional Institute Rockview in Rockview, Pennsylvania. His execution has been stayed. Forty-seven-year-old Anthony has been separately convicted and sentenced to death for the murder of 18-year-old Neil Wilkinson and 25-year-old Mark Lisby. Anthony has spent the last 24 years on Pennsylvania’s death row.

Anthony was a hit man and member of the Junior Black Mafia. The Junior Black Mafia was a gang known for selling drugs and “engaging in unlawful violence to protect its business and silence or intimidate rivals and potential witnesses.” Anthony grew up in foster care after being abandoned by his parents. He frequently lived in poverty. Allegedly, Anthony’s mother had a history of mental retardation and other impairments. Anthony often struggled in school.

On July 9, 1988, Mark Lisby took approximately $500 worth of crack cocaine from his uncle and used it without paying for it. Mark later admitted that he did not have the money to pay for the drugs. Anthony Ried, along with Kevin Bowman, went to confront Mark about the drugs. Reid shot Mark twice, once in the upper chest and once in the back of his right leg. Mark died from his injuries. Reid was eventually arrested and sentenced to death for Mark’s murder, but not before committing at least two other murders.

On March 7, 1989, Reid was driving his vehicle in Philadelphia, Pennsylvania when a group of boys threw a snowball which hit his car. Reid stopped and exited his vehicle, chasing the boys. Reid opened fire on the boys, striking one of them, 16-year-old Michael Waters, who died from his injuries.

 

On March 13, 1989, Reid shot killed 18-year-old Neil Wilkinson. Reid had asked Neil and his friend, Daryl Woods to accompany him and another man to collect a drug debt. Reid and the other man, Kevin Bowman, each shot Neil and Daryl once. Daryl survived his injuries, naming Reid as one of the shooters. Neil did not survive his injuries. Reid was also sentenced to death for Neil’s murder.

 

On Friday, February 13, 2015, Pennsylvania Governor Tom Wolf announced a moratorium on executions in the state, until he receives and reviews a report on capital punishment in the state, a report which was ordered in 2011. In his announcement, he called the death penalty in Pennsylvania a "flawed system," "ineffective," "unjust," and "expensive." The governor will continue to issue stay of executions until all problems in the report are satisfactorily addressed. Read more about the announcement here.

 

Due to Governor’s Wolf’s decision, he has refused to sign any execution warrants. Anthony Reid’s notice of execution was issued by Department of Corrections Secretary John Wentzel, which is in accordance with state law. State law requires the corrections secretary to issue an execution notice if the governor does not sign a warrant within a specific time frame. Anthony’s execution was stayed on March 26, 2015.

 

Please pray for peace and healing for the families of Mark Lisby, Michael Waters, and Neil Wilkinson. Please pray for strength for the family of Anthony Reid. Please pray that if Anthony is innocent or mentally incompetent that evidence will be presented prior to his execution. Please pray that Anthony will come to find peace through a personal relationship with Jesus Christ, if he has not already.
